ElectionExpenditure.com is a privately owned and independently operated digital platform. We are a private firm that provides online software tools to assist candidates contesting Local Self Government elections in Maharashtra with the preparation and management of their election expenditure accounts.

We are a technology service provider — not a legal firm, election consultancy, or government-affiliated entity of any kind. Our platform is built to simplify a paperwork-heavy compliance process for ordinary citizens participating in democracy at the local level.

Nature of Our Service

ElectionExpenditure.com provides a digital form-filling and record-keeping assistance tool. Our service is strictly limited to the following:

  • Helping candidates enter, organise, and review their election income and expenditure data through an easy-to-use online interface.
  • Auto-generating printable PDF versions of the four official Maharashtra SEC-format forms (F1, F2, F3, F4) based on data entered by the user.
  • Providing district-wise official rate lists, sourced from publicly available government notifications, as a reference guide.
  • Tracking expenditure against prescribed limits and providing on-screen alerts to help candidates stay within their limits.
  • Providing convenience tools for Sabha planning, vehicle tracking, and worker payment records.
What we do: We are a digital scratchpad and form generator. You enter your data, we help you organise it and produce the required documents — nothing more, nothing less.
What we do NOT do: We do not file, submit, transmit, or forward your forms or data to any government office, election authority, political party, or any other third party. Submission of forms to the Returning Officer remains entirely the candidate's own responsibility.
Not legal or professional advice: Nothing on this platform constitutes legal, financial, or electoral advice. Form formats and rate lists are based on publicly available government notifications at the time of development. Rules, expenditure limits, and prescribed formats may change without notice. No Government Affiliation — Important Disclaimer

We want to be absolutely transparent about our status. Please note the following clearly and unambiguously:

  • We are NOT the Election Commission of India (ECI) or any of its offices, departments, or authorised representatives.
  • We are NOT the Maharashtra State Election Commission (MSEC) or any body created, authorised, or recognised under it.
  • We are NOT a government portal, government utility, or government-approved platform. This platform has not been endorsed, approved, certified, or recommended by any government authority.
  • The use of the words "election", "expenditure", and "Maharashtra" in our domain name is purely descriptive of the service we offer — it is not a claim of official status or government affiliation.
  • Official rate lists referenced in our platform are sourced from publicly available government notifications and are provided for reference purposes only. Candidates must independently verify current rates with their District Election Officer before final submission.
For official information, always consult: the Maharashtra State Election Commission at sec.maharashtra.gov.in, your District Collector's office, or the designated Returning / Election Officer for your ward or constituency.

Data Privacy & Our Commitment — No Data Sharing

We take your privacy seriously. The following is a clear and complete statement of how your data is handled:

  • We do NOT share your data with the Election Commission, any government department, law enforcement agency, political party, campaign organisation, or any other third party — except where compelled by a valid court order or mandatory statutory obligation under Indian law.
  • We do NOT sell your data. Your personal information, expenditure records, and financial data are never sold, rented, or traded to advertisers, data brokers, or any commercial entity.
  • Data you enter is stored securely on our servers solely to enable you to access and use your account during your 60-day access period. Data may be deleted after account expiry in accordance with our data retention schedule.
  • We collect only the minimum information required: your email address (for account login and verification) and the expenditure data you voluntarily enter into the platform.
  • We use standard industry security practices including encrypted HTTPS connections and secure login with email verification to protect your account.
  • We may collect anonymised, aggregated usage statistics (e.g. number of active users, most-used features) that contain no personally identifiable information, solely for platform improvement purposes.
Our commitment: Your data stays with us, is used only to run your account, and is never disclosed to election authorities or any outside party. The onus of what you print and physically submit to the Returning Officer remains entirely and solely yours.

Our data practices are governed by the Information Technology Act, 2000, the Information Technology (Reasonable Security Practices) Rules, 2011, and the Digital Personal Data Protection Act, 2023 (DPDP Act). We are committed to full compliance as the DPDP Act provisions come into effect.

Cookies: This platform uses session cookies strictly for login authentication and maintaining your active session. We do not use tracking, advertising, or third-party analytics cookies. Disabling cookies will prevent login functionality.

Section 05

User Responsibilities

By using ElectionExpenditure.com, you expressly agree and acknowledge the following:

  • You are solely responsible for the accuracy and completeness of all data you enter into the platform. We provide a form assistance tool — we do not verify, audit, or certify the information you enter.
  • You are responsible for reviewing and verifying all generated documents before printing and submitting them to the Returning Officer or any other authority.
  • You are responsible for ensuring your submission meets all current legal requirements, including applicable expenditure limits, prescribed formats, and deadlines set by the Maharashtra State Election Commission and relevant District authorities.
  • You will not use this platform for any unlawful purpose, including entering false expenditure data, fabricating records, or producing fraudulent documents.
  • You confirm that you are at least 18 years of age and either a duly nominated candidate or an authorised agent assisting such a candidate.
  • You will keep your login credentials confidential and will not share account access with unauthorised persons.
  • You are responsible for physically lodging your accounts with the Returning Officer within the prescribed period after declaration of results as required under the Maharashtra State Election Commission guidelines. This platform does not file anything on your behalf.
  • You are responsible for ensuring all cash transactions in your election expenditure do not exceed the limits prescribed by the Maharashtra State Election Commission.
  • You are advised to regularly export and save your data. We cannot be held responsible for data loss due to technical failure, server issues, or account expiry.
Section 06

Limitation of Liability

ElectionExpenditure.com is provided "as is" as a convenience tool. To the maximum extent permitted by applicable law, we expressly disclaim all liability for the following:

  • Errors, omissions, or inaccuracies in user-entered data or in documents generated by the platform based on that data.
  • Any rejection, objection, or legal action arising from the submission of forms generated using our platform.
  • Any disqualification, penalty, fine, or adverse order resulting from a candidate's election expenditure accounts.
  • Any loss of data due to technical failure, server downtime, network outage, or force majeure events.
  • Any changes in official rate lists, expenditure limits, or form formats prescribed by election authorities after the date of our last platform update.

Our total aggregate liability to you under any circumstances shall not exceed the amount actually paid by you for our service (₹999 + GST per candidate per election season).

Accuracy of Official Rate Lists & Form Formats

The official rate lists and prescribed form formats available on this platform are sourced from publicly available government notifications issued by District Election Officers and the Maharashtra State Election Commission. We make reasonable efforts to keep this information current and accurate.

Important: Official rates and form formats are subject to revision by the government at any time without prior notice. Candidates must independently verify current rates and form formats with their District Election Officer before finalising and submitting any accounts. ElectionExpenditure.com accepts no responsibility for discrepancies arising from government changes made after our last update.

Payment & Refund Policy

  • The platform offers 3 free entries before any payment is required, allowing you to evaluate the service at no cost.
  • Full access is available for ₹999 + 18% GST (total ₹1,179) per candidate per election season, providing 60 days of unlimited access from the date of payment.
  • Payments are processed securely via Instamojo. We do not store your card or banking details on our servers.
  • As this is a digital service that becomes immediately accessible upon payment, refunds are generally not provided once access has been activated and the platform has been used. For genuine technical issues preventing access, please contact us within 48 hours of payment.
  • If an election is cancelled, postponed, or if a candidate withdraws after payment, refund requests will be considered on a case-by-case basis. Please contact us with relevant supporting documentation.
Section 08B

Prohibited Use

By using ElectionExpenditure.com, you expressly agree that you will not use this platform to:

  • Enter false, misleading, or fabricated expenditure data into the platform
  • Suppress, conceal, or deliberately understate actual election expenditure
  • Produce fraudulent documents intended to be filed with election authorities
  • Register or use the platform on behalf of another candidate without proper written authorisation from that candidate
  • Attempt to hack, disrupt, or gain unauthorised access to the platform, its servers, or its data
  • Use automated scripts, bots, crawlers, or scrapers against the platform
  • Circumvent any security measures, access controls, or payment systems
Criminal liability warning: Misuse of this platform for the purpose of falsifying, suppressing, or fabricating election expenditure accounts is a criminal offence under the Bharatiya Nyaya Sanhita, 2023 (formerly Section 171-I of the Indian Penal Code) and under Sections 77 and 78 of the Representation of the People Act, 1951. We reserve the right to fully cooperate with any law enforcement or election authority investigating such misuse, including disclosure of account data under a valid court order.

Intellectual Property

All content, design, code, branding, and software on ElectionExpenditure.com and ElectionExpenditure.in is the exclusive intellectual property of Sharvee Rao Web Development Services (Proprietor: Sneha Pravin Budhwantrao) and is protected under applicable Indian law, including the Copyright Act, 1957.

Copyright registration for the software has been applied for with the Copyright Office of India under the Copyright Act, 1957 (Literary Work — Computer Programme). Pending issuance of the certificate, the diary number issued upon filing serves as legal evidence of copyright ownership from the date of application.

You may not copy, reproduce, distribute, reverse-engineer, decompile, or create derivative works from any part of this platform — including its code, interface, design, logic, or form generation system — without prior written consent from Sharvee Rao Web Development Services.

The form templates available on this platform are designed to be consistent with government-prescribed formats. While the underlying government form structures are public documents, our implementation, user interface, design, and software are wholly proprietary and protected.

Amendments to These Terms

We reserve the right to update or modify these Terms & Conditions at any time. When we do, we will update the “Last Updated” date at the top of this page.

For material changes that significantly affect your rights or obligations, we will notify registered users by email at least 7 days before the changes take effect. For minor clarifications or corrections, the updated terms take effect immediately upon posting.

Continued use of the platform after any changes have been posted constitutes your acceptance of the revised Terms. If you do not agree to the revised Terms, you must stop using the platform and may contact us for a pro-rata refund if applicable.

Governing Law & Jurisdiction

These Terms & Conditions are governed by and construed in accordance with the laws of India, including the Information Technology Act, 2000 and its amendments, and the Consumer Protection Act, 2019.

Any disputes arising from the use of this platform shall be subject to the exclusive jurisdiction of competent courts in Solapur, Maharashtra, India.

We reserve the right to update or modify these Terms at any time without prior notice. Continued use of the platform after any such changes constitutes your acceptance of the revised terms. We will update the "Last Updated" date at the top of this page whenever material changes are made.
